Why did Texas bow down to the demands of the TSA?

If Texas just stood up for itself and made the "no grope down" law p and TSA really did stop all flights to Texas that would affect alot more than just texas and something might of actually be done about Janet and her TSA gang of thugs. So why didnt they just say "go ahead and block planes from coming here"
