Light from a navagational light(back up for a lighthouse)?

when a light house needs to go to a back up light, is there some opperating characteristic to the secondary light that i.d.'s it as not the primary light? the secondary light is located close by to the primary light, but would screw up mariners if they did navagation by umeing that they were taking sights from the primary.
