What does "Winning the war on terrorism" mean to you....? How do we know when we have won?

I don't believe (unfortunately) that terrorism will ever be a thing of the past - it will be a constant battle. We'll always be fighting the "war on terror" just like the "war on drugs". I hate that it means so many troops in Iraq and Afghanistan right now, though
