My brother has been arrested for failure to appear charges, but.?

When he was first incarcerated for the charges in X county, he paid bail, but Y County had warrants for his arrest also. He was transported to Y County where he spent approx. 3 months in jail there. He was released but a couple of days ago, X County picked him up on failure to appear charges ( from his first incarceration). His court date for X County came around while he was in jail in Y County. Is there anything he can do, like provide papers proving that he didn't appear because he was incarcerated in another county?
