VISA Q16 - Has your relative ever been under immigration proceedings?

i believe that if you are already a permanent resident all you have to do is renew your green card. it doesn't matter how old you are because you are already a permanent resident. you shouldn't need to get a visa if you are already a green card holder. maybe what you do need is to get a pport. hope i could help.
